André Navarre, associated with Emile Lafuma near Voiron (Isère), created the Company which in 1919 became the Société Anonyme des Papeteries Navarre.

In 1924, Saint Gobain and Navarre founded Cellulose du Pin à Facture. The Navarre paper mills buy and modernize 20 factories.

But André Navarre loses control of his company which will be taken over in 1928 by Saint-Gobain.
