Loan of 200 million francs, the realization of which was authorized by the Law of December 25, 1898, allocated exclusively to the construction of railways in Indo-China. The payment of the coupons took place in Paris. It was Paul Doumer, then Governor of Indo-China from 1897 to 1902, who upon his arrival in Saigon in Cochinchina in 1897, presented to the Superior Council of Indochina an overall plan of 3,200 km of development Indochinese railways.

Thus began the story of the Transindochinese, linking northern Tonkin from the Chinese border to Mytho on the Mekong Delta in Cochinchina. The line of penetration into China from Laokay to Yunnanfou (or Yunnansen, former name of Kunming-China), as an extension of the railway from Haiphong to Hanoi and Laokay, was granted to France by China in April 1898, and conceded to the French Indochina and Yunnan Railway Company by the law of July 5, 1901.
