The company proposed to bring together medium-sized water or irrigation companies, as had been done with the electricity companies. Since water is an essential commodity that will never be replaced either in food or in domestic uses, the operations of these companies are seen as "safe, varied and fruitful". It is based on the profits made by Compagnie Générale des Eaux from 1876 to 1878.

It first targets French companies but also thinks of international markets. In 1880, the company thus acquired Eaux de Malaga while a port was being built by a French company.

Founded in 1880, the company was liquidated only three years later in 1883.
