The company had "for object all useful measures to arrive at the protection of the rights of the bondholders". The securities were placed with Crédit Mobilier, which was to keep them in its coffers. The duration of the company was 4 years.

The members of the Steering Committee had "all powers to represent civil society either with the Mexican Government or with any other person, to negotiate on its behalf all arrangements and take (...) all measures (...).
