In 1928, Justin Leroy founded the company Feutrier-Le Roy in Tu-Lé, provinces of Yên-Bay and Son-La.

The Mine Armorique company was created in 1929 by the Feutrier Le Roy company and the Haiphong company. Its purpose is to operate silver-lead mining concessions located in Indochina, and in particular the Sainte-Radegonde and Thérèse concessions.

The company's motto is "Help yourself, Heaven will help him". It builds a mountain road itself to serve its concessions.
