The document is trilingual Spanish/English/French, reflecting the municipality's international ambition to attract foreign investors, notably European and American. The engraving was produced by the American Bank Note Company of New York, the most prestigious securities-printing firm in North America, whose productions stand out for the fineness of their vignettes and the quality of their security paper. Puebla, a colonial city founded in 1531, was then undergoing full modernization under the Porfiriato, with the development of its tramway network, its public infrastructure, and its textile industries.
