The 1914 industrial loan in the amount of 150 million francs was intended for the construction and development of the port of Poukou (Pukow) and the works to be carried out in Beijing: construction of electric trams, reorganization and improvement of the transport system. electric lighting, water service, construction of a market, repair of old sewers and creation of new ones, construction of municipal palaces, museums, public gardens, repair of old roads and streets, and new constructions. The work was to be carried out under the supervision of the Industrial Bank of China.

The loan was secured against current and future Beijing municipal taxes, as well as the tax levied on alcohol in the provinces north of the Yangtze (Mongolia and Manchuria excepted). All these pledges were enforceable in the absence of payment by the Government of all or part of a half-yearly coupon.
