The CIAO's purpose was the planting, development and operation of coconut plantations in the French possessions of Oceania; the purchase of all planted or unplanted properties, and in particular the takeover of the operations of the Société cotonnière des Établissements français de l'Océanie and of the Compagnie franco-tahitienne.

The head office was established in Paris, 91, rue de la Victoire.

The initial capital at its creation in 1927 was 8 million francs.
