This company is part of the colonization policy of the Bolivian Chaco pursued under the presidency of General Narciso Campero (1880-1884), who gave his name to the planned port. The context is that of a Bolivia bruised by the War of the Pacific (1879-1884) against Chile, having lost its access to the Pacific Ocean, and actively seeking new river routes to the Atlantic via the Chaco and the Pilcomayo. This project echoes the tragic expedition of the French explorer Jules Crevaux, sent by the Bolivian government in 1882 to explore this same region and massacred by local populations on the Pilcomayo: an episode that deeply marked French public opinion at the time.
