Georges Scapini was born in Paris in 1893, into a bourgeois family. His father's factory in Courbevoie produced biscuits and Italian pasta.

His father died when Georges was only six years old. He was raised by his mother and grandmother. He became a member of parliament for the Seine in 1928. In 1937, he was in contact with a Jewish activist, who informed him of the actions of Darquier de Pellepoix. Scapini became Pétain's ambassador, responsible for protecting French prisoners of war in Germany. He accepted the principle of separate barracks for Jews and non-Jews.
