Fac-simile signature of the Chinese Minister in Washington and the Minister of Posts and Communicvations of the Imperial Government of China.

Countersigned by 4 American banks : J.P. Morgan and Co., Kuhn, Loeb and Co., First National Bank of City of New-York, National City Bank of New-York.
